AECOM and Partners Secured to Deliver Key Technical Services for Hong Kong’s Northern Metropolis Expansion

AECOM has been awarded a pivotal contract for Phase 1 of the Northern Metropolis development in Hong Kong. Working alongside its joint venture partner, AECOM will contribute to the design, construction, and technical services for the San Tin/Lok Ma Chau Development Node, crucial in transforming the region to accommodate 2.5 million residents.

AECOM has been selected by the Hong Kong Special Administrative Region’s Civil Engineering and Development Department (CEDD) to provide technical services for Package 3 of the Northern Metropolis development. This landmark project, located in the New Territories North, is part of the first phase of the ambitious plan to create a new hub that will support up to 2.5 million people and drive Hong Kong’s growth in economic, technological, and sustainable urban development.

In this joint venture with Atkins Realis, AECOM will oversee the comprehensive design, tender processes, and construction supervision for the 190-hectare development. Their services will include urban-rural integration, nature-based solutions, open space and landscaping designs, environmental monitoring, and mitigation. The focus is creating a sustainable, climate-resilient community while optimizing land use for housing, commercial spaces, and innovation industries.

The development will feature new open spaces, revitalized rivers, and recreational areas aimed at enhancing the community's quality of life. A landscaped pedestrian—and cyclist-friendly deck, combined with nature-positive infrastructure, will be central to the design, which will seamlessly integrate modern development with environmental and cultural preservation.

AECOM will lead the implementation of a digital twin platform for the San Tin Technopole project, which will help support efficient planning and operational execution. This unified platform will improve the visualization of project data and infrastructure design while aligning with the Hong Kong Government’s Smart City initiatives, such as the Common Spatial Data Infrastructure (CSDI) and Integrated Capital Works Platform (ice).

Building on the successes of Package 1, which includes overseeing design and project supervision for a 250-hectare area of San Tin, AECOM has also been appointed to investigate the Sam Po Shue Wetland Conservation Park—part of the Northern Metropolis Development Strategy’s broader environmental focus.

With over four decades of experience in new town development across Hong Kong, AECOM will continue to collaborate closely with CEDD and other stakeholders to ensure the smooth integration of this project with broader regional plans for the Northern Metropolis.
